The legal framework, in two sentences
Articles L. 3512-12 and L. 3513-5 of the French Public Health Code prohibit the sale and free supply of tobacco and vaping products to persons under eighteen, in tobacconists as in any shop or public place. These same articles allow the person supplying the product to require the customer to prove they are of age, and breaches of the ban are penalised under articles R. 3515-5 and R. 3515-6 of the same code.
